IBS Borlas has started implementing a project designed to comprehensively automate the business processes employed by the RF Federal Service for State Registration, Cadastre, and Cartography. A modern information management system based on advanced Oracle solutions is designed to support high operation standards of this governmental enterprise.
The RF Federal Service for State Registration, Cadastre, and Cartography is Russia’s largest governmental enterprise that takes inventory of real estate properties. The Service specialists operate in the interests of governmental structures (administrative bodies, tax bodies, courts, etc.) requiring simplified access to information about the status of real estate properties, as well as in the interests of corporate clients (enterprises and organisations of various forms of ownership) that own or use land lots, buildings, and structures. Real estate properties require precise technical descriptions, evaluation, monitoring of changes, and registration in the National Real Estate Cadastre. These data enable the Service’s counteragents to handle a broad variety of urban development, statistical, social, business-related, taxation-related, etc. tasks.
The Director of the IBS Department for Oracle business applications and technologies, Oleg Garankin, advised that “Having examined the operational practices of the RF Federal Service for State Registration, Cadastre, and Cartography our specialists suggested using a number of Oracle software solutions as the foundation of the Service’s future information management system. These solutions most adequately meet the requirements of the project designed to automate the Service’s operations in such areas as financial management and budgeting, contractual work, personnel management, as well as development of the Service’s analytical and corporate portals”.
This complex project will take advantage of the most advanced software solutions of three categories: Oracle E-Business Suite, a business management system, Oracle Enterprise Performance Management, an intellectual business analysis and business efficiency management complex, and Oracle Fusion Middleware, a family of connecting software. Oracle Hyperion Planning, a complex of business planning, budgeting, and forecasting applications, will be used to accomplish the Service’s budgeting objectives. The analytical portal will be built on the basis of the Oracle Business Intelligence platform which will enable the agency’s management to obtain information required for decision-making in an interactive mode.
The Project Director, Deputy Director General of the RF Federal Service for State Registration, Cadastre, and Cartography, Georgy Dzhanoyan, said: “We take advanced information and management technologies that can be used to support our operations extremely seriously. Once the new information system is in place, our business processes will reach a fundamentally new level that will ensure topmost operation efficiency and high customer service standards”.
According to Dmitry Shalayev, the Head of the IT Division of the RF Federal Service for State Registration, Cadastre, and Cartography, “The project will help improve the agency’s business processes taking into account additional possibilities afforded by the new information system. By the end of 2009 the new information system must be launched at the Central Administration, the agency’s representative office in the Siberian Federal District, and in the Krasnoyarsk subsidiary. It is planned that the IT-solution will be deployed in the other federal districts and subsidiaries of the RF Federal Service for State Registration, Cadastre, and Cartography in 2010. The system will eventually be used by up to 1,500 employees of our enterprise”.
