IBS Borlas, the IBS company specialising in implementing Oracle software products, announces completion of the first stage of the payroll calculation and time management automation project for OAO Sukhoi Design Bureau. The work was completed as part of implementation of the third phase of the HR Management subsystem which is included in Sukhoi Design Bureau's management information system.
Implementation of the large-scale programme of building the management information system has been under way at Sukhoi Design Bureau since 2004. The HR Management subsystem was implemented in the autumn of 2006 based on the Human Resources Management System module of Oracle E-Business Suite, which is the platform of Sukhoi Design Bureau's management information system. The subsystem spans core HR management functions and distance learning management. In this stage the joint project team of Sukhoi Design Bureau professionals and IBS Borlas consultants had to develop management mechanisms that would meet Sukhoi Design Bureau's needs as regards payroll calculation, time management and all HR payments.
Natalia Ilyukhina, Project Manager for IBS Borlas, HR Management, Payroll and Time Management said that the project automated processes of payroll calculation and payment, time management, personal income tax (NDFL) and unified social tax (ESN) assessment, generation of internal and external payroll and tax reports and returns. The second stage will integrate the HR Management subsystem with the operating Project and Contract Management subsystem in order to provide up-to-date information on actual hours worked by core personnel under Sukhoi Design Bureau projects, which will help to ensure efficiency and quality of order-based accounting.
“With the introduction of the HR Management, Payroll and Time Management subsystem, the accuracy of time management and payroll information, especially as regards allocation of costs to orders, has been enhanced, preparation of reports including returns to be submitted to tax authorities has been speeded up, and the risk of errors in handling that information has been reduced. We also plan to provide automated generation of hours worked time management information based on integration with the Project and Contract Management subsystem, which will substantially enhance the accuracy of order-based payroll accounting,” said Dmitry Mlotok, Deputy Chief Accountant for Accounting Methodology and Automation, OAO Sukhoi Design Bureau and Project Manager, HR Management, Payroll and Time Management.
The programme of building Sukhoi Design Bureau's management information system started in 2004. The management information system is based on Oracle E-Business Suite modules, including the central Project Management, Project Costing, Project Contracts and Project Billing modules. The programme is being implemented in inter-related projects, with the management information system under construction divided into subsystems, each subsystem divided into phases and each phase implemented as a project. The system currently spans project management, financial management, HR management, purchases and inventory management, production management and workflow management at Sukhoi Design Bureau. The management information system has some 500 users. An information and analysis system is being developed for the management of Sukhoi Design Bureau.
