IBS to Build Archive of Digital Statistical Reports for RF Federal Service for State Statistics

April 27, 2009. IBS has commenced the project of developing digital data collection capabilities of the unified statistical data collection, processing, storage and presentation system (ECCO). The project has a budget of 29.9 million rubles. The project, which serves the needs of the RF Federal Service for State Statistics, will provide the archive of digitally signed digital statistical report forms.

The project essentially seeks to provide conditions to implement legally valid e-document management as between companies, institutions and regional authorities of government statistics when submitting statistical reports.

The project will involve:

  • building the unified legally valid archive of digitally signed digital statistical report forms;
  • upgrade of software used for digital statistical reports collection within the ECCO, based on experience of regional authorities of government statistics;
  • further development of regulations on digital signature use within the statistical report collection system.

A unified e-document interchange format and formats of relevant e-documents, such as receipts, notices and statistical report forms, will be developed for use between respondents and regional authorities of government statistics. The project will also provide regulations and guidelines on use of digital report forms.

The digital archive, which is part of the engineering aspect of the project, will store original documents (statistical reports, receipts, notices, etc.) received through all channels of digital report collection, including both specialised communications operators and the digital collection capabilities of the ECCO.

The archive will be built on Microsoft SQL Server 2005 and use MS .NET Framework 2.0 as the software platform. The archive will use cryptographic protection facilities based on CryptoPro solutions but will also support other crypto-protection facilities. In order to provide digitally signed e-document management, the archive will rely on certificates issued by certificate authorities.

Industrial operation of the archive of digitally signed digital statistical report forms at all regional authorities of government statistics is planned to commence by December 2009.

This project to develop the ECCO and build the digital archive is under the federal special-purpose programme of development of Russian government statistics in 2007-2011. IBS won this project based on the results of an open bidding process. The IBS bid was deemed the best of seven bids submitted.

The core objective of the Federal Service for State Statistics (Rosstat) is to provide government and administrative authorities, mass media, the general public, the scientific community, the business community and international organisations with a diverse range of comprehensive and unbiased statistical information. Government statistics authorities, which work to deliver that objective, have a total headcount of over 23,000 employees and include the central headquarters at the federal level and regional authorities of government statistics located in all constituent entities of the Russian Federation.
