December 04, 2007 IBS, Russia’s leading player in the IT and consulting market, announces completion of design and implementation of an integrated administrative and management staff payroll and motivation system for EKS, the development holding company based in Perm. The project has been carried out by HR consultants of Borlas Consulting Group, which recently merged with IBS in a move that brought together professionals of the two companies.
According to Svetlana Kuzmich, General Director of EKS, the unified payroll and motivation system was to be implemented in connection with the business restructuring conducted in 2006 and a new development strategy produced. The system is capable of realigning human resources management at EKS to meet the company's new strategic objectives.
In this project HR consultants of IBS and their colleagues at EKS designed and implemented the target model of the payroll and motivation system, the grades system and the bonuses system. The target model sets the standard allocation of tasks, functions, responsibilities and deliverables of the staff, the grades system sets salary amounts and salary determination and adjustment rules, and the bonuses system determines motivation features, amounts, frequency and conditions of bonus payments.
A payroll administration system and a planning and record-keeping system have also been built and implemented to support operation of core system components.
The new payroll and motivation system has already passed trial operation, in which timeframes for collecting reports and presentation formats of reports were tested and adjusted. 'Pilot' calculation of bonuses was conducted and served to adjust configurations of respective scales and values of bonus settings.
The project took ten months to complete. The implemented system provides tools to substantially improve staff performance, raise the quality of payroll planning and control payroll costs.

It meant twice as much change for the staff. In this respect the implemented integrated information system plays an extremely important role.
