IBS Has Built Unified Accounting System for OOO Mostransgas

August 02, 2007 IBS has developed and implemented a unified accounting system for OOO Mostransgas, the biggest gas transportation entity of OAO Gazprom. The project involved detailed elaboration and unification of bookkeeping and tax accounting processes at OOO Mostransgas subsidiaries, with subsequent 1C 8:0 based automation of the accounting model produced. Industrial operation of the implemented automated system has commenced at Pervomaiskoe gas pipeline facility, a subsidiary of the company, and the system is being rolled-out across all of the company’s subsidiaries.

The core objective of the project was to unify and automate the bookkeeping and tax accounting system at OOO Mostransgas subsidiaries. Prior to the project, the company did not have any unified standard accounting practices implemented in an information system spanning all subsidiaries. This complicated generation of reports required by the company’s management and OAO Gazprom. In addition, each subsidiary had to rely on themselves in dealing with issues of support and updates for their accounting systems, which often did not have sufficient functionality.

The project, commenced in October 2005, was awarded to IBS based on the results of a tender.

During the project IBS consultants and OOO Mostransgas professionals produced a unified bookkeeping and tax accounting methodology for all of the subsidiaries. A base of subsidiaries’ standard business transactions was built, procedures specific to accounting areas were elaborated (including fixed assets accounting, costs distribution, period closing, calculation and generation of data on VAT and other taxes), and accounting reports and tax ledgers generation procedures were approved.

In tandem with IBS we carried out a huge amount of work to establish accounting principles applied by the company’s subsidiaries and work out regulations governing those principles. As the result, we were able to see the target accounting model in the form it would take once implemented in the system, as early as in the methodology elaboration phase. The first results of operating the new accounting system at Pervomaiskoe gas pipeline facility show that we took the correct approach and made the correct decisions”, commented Antonina Ivanovna Kravtsova, Chief Accountant, OOO Mostransgas.

Those unified accounting principles and procedures provided the groundwork for the standard automated bookkeeping and tax accounting information system of the subsidiaries. The system enables centralized accounting, integration of data from all levels of company management and contains unified reference data for bookkeeping and tax accounting.

The system is based on the standard 1C: Production Enterprise Management 8.0 product and uses the Business Transactions Engine developed in-house by IBS. The versatile builder produced by IBS can be used to build various reports within the system, from tax ledgers to corporate-wide report forms, without calling the designers.

Industrial operation of the system is currently under way at Pervomaiskoe gas pipeline facility. Roll-out of the system has commenced at Serpukhovskoe, Kryukovskoe and Gavrilovskoe gas pipeline facilities, three other subsidiaries. The solution is scheduled to be rolled out at other OOO Mostransgas subsidiaries by the end of the year. The project is planned to raise the number of system users to 400.

Vladimir Filippovich Chukichev, Project Manager and Head of the Information Technologies Service, OOO Mostransgas, noted: “The trial industrial operation at Pervomaiskoe gas pipeline facility shows a high level of user appreciation of the benefits of using this system. The Business Transactions Engine developed by IBS brings flexibility and independence of designers in configuring and adapting the system, for example when the charter of accounts changes or new types of business transactions are introduced.”
