July 25, 2007 IBS commences the project of development of the Federal Information & Learning Resources Center. In this project large-scale information and learning services will be developed and rolled out for Russia's education institutions.
The main project objectives are:

to build an environment for information interchange between students and faculty members of education institutions of all levels of education,
-
to develop e-learning resources within the education system.
The Federal Information & Learning Resources Center was created in 2006 to increase availability of information and learning resources. The portal of the Federal Information & Learning Resources Center currently consolidates and enables on-line access to e-learning resources for university faculty members and students, school teachers and pupils. New services to be developed will significantly enhance the quality of information interchange between all involved in education.
The project is planned to include development of a conceptual framework for use of information and e-learning services of the Federal Information & Learning Resources Center at education institutions. The following is proposed to be done in order to implement the conceptual framework based on the software and hardware of the Federal Information & Learning Resources Center:

roll out a free hosting center to accommodate 5,000 web sites for education institutions;

roll out an email service for 10,000 addresses to provide education institutions with their own email addresses;

provide users with tools for on-line building of individual education courses based on e-learning modules stored in the warehouse of the Federal Information & Learning Resources Center;

enable publication of data of statistical reports of education institutions;

set up a technical support service for users of the Federal Information & Learning Resources Center.
The services are planned to undergo trial operation and validation at 500 Russian education institutions.
IBS was awarded this contract based on the results of an open tender. The project is due to be completed in December 2007. The project is ordered by the Federal Agency for Education and included in the Federal targeted program for education development in the Russian Federation in 2006-2010, which provides for large-scale roll-out of information and communications technologies in education.
Earlier under that Program IBS took part in deployment of the software and hardware platform of the Federal Information & Learning Resources Center. This enabled integration and unification of disparate information and management systems and provided centralized management of federal-level education information systems. The software and hardware of the Federal Information & Learning Resources Center currently support implementation of the Federal targeted program for education development including development of e-learning resources throughout Russia.
